Who prevented the Maharashtra Government Medical Colleges from Performing Cochlear Implant Surgeries?

It is really very perplexing to read in the TOI newspaper that Indira Gandhi Government Medical College (IGGMC) of Nagpur in Maharashtra is the first Government Medical college to get approved under the Central Government ADIP Scheme and to perform Cochlear Implant Surgery in Maharashtra.   The articles also state that “Now, IGGMCH will not be entirely dependent on Kirtane. Besides, Vedi will also train other doctors of the department.”    I wonder what is the necessity of making such statements? There are several Cochlear Implant surgeons in the state of Maharashtra who claims to have done more than 300 Cochlear Implants some even thousands of Implants.  What prevented them developing this science in the Government Medical Colleges of Maharashtra and progress it naturally? Doesn’t it appears there is more to this issue than meets the eye!  Please read the article carefully and understand glaring irregularities of Cochlear Implant business in India.
